Accessory dwelling unit construction costs across the United States show a roughly 4.1x spread from the least expensive to most expensive state markets. The national average cost to construct a 600 sqft detached ADU — fully permitted and including utility connections — is approximately $243,000, though this figure masks enormous regional variation. A homeowner in Mississippi can build a comparable unit for around $55,000–$188,000; a homeowner in Hawaii faces costs of roughly $185,000–$650,000 for the same footprint.
The ADU regulatory landscape has transformed dramatically since 2019. As of September 2026, 19 states have an effective statewide ADU law, 3 more have passed one that's still being phased in, and 1 (Virginia) has a law signed but not yet in effect — up from fewer than five states with any statewide framework in 2018. This is driven by housing affordability crises and bipartisan recognition of ADUs as a low-infrastructure path to housing supply growth, though implementation quality varies significantly by state and municipality. See our full state-by-state legal breakdown for the complete picture, verified against each state's own enacted bill text.
Nationwide ADU classifies markets into five cost tiers based on all-in construction costs for a standard 600 sqft detached ADU. These tiers reflect local labor markets, permit fee structures, and regional material costs.

After the significant construction cost increases of 2021–2023 driven by supply chain disruptions and labor shortages, ADU construction costs in most markets have stabilized or moderated since 2024. High-growth Mountain West markets (Idaho, Montana, Utah) remain the exception, continuing to see cost pressure from strong in-migration.
The prefab ADU market has matured significantly since 2021. Multiple manufacturers now offer California-code-compliant units with established delivery networks, and several have expanded into Pacific Northwest, Mountain West, and Midwest markets. Prefab all-in costs remain comparable to site-built construction but offer 40–50% faster timelines — increasingly valuable as permit backlogs grow in high-demand markets.
States that passed ADU preemption laws in 2021–2023 are seeing measurable increases in ADU permit applications compared to states without preemption. California (the longest-tenured preemption state) now issues approximately 20,000+ ADU permits annually statewide — a 400%+ increase from pre-reform levels in 2017.
The development of ADU-specific lending products — particularly RenoFi loans that lend against after-renovation value — has expanded the addressable market for ADU construction beyond homeowners with substantial existing equity. This financing innovation is expected to significantly increase ADU construction volumes in markets where construction costs exceed typical home equity availability.
As ADU applications surge in markets like Los Angeles, Seattle, Portland, and Denver, permit review timelines have lengthened. Los Angeles ADU permit review, which averaged 3–4 months in 2021, now averages 4–8 months in many cases. This trend reinforces the value of pre-approved plan programs and permit expediters in high-volume markets.
